These troop numbers cannot be permanently moved to other (e.g. Troop numbers are tied to individual cities: they are generated in each city, start campaigning from that home city, and have to march to wherever the fighting is to be done. I've played the Chinese version of the game, and I'd say it's very different from previous iterations in several ways (which could be good or bad depending on your preferences):
